Abstract

The effort to develop horticulture sector aims to force agribusiness growth that will be able to produce competitive and valueable horticultural products so that it will also contribute to the income increase of farmer’s and horticulture business actors. One of the potential horticultural commodities to be developed in Indonesia is potatoes. One of potential production areas in Indonesia to produce potato is Banjarnegara District, in Central Java Province. The objectives of this research are: to analyze competitiveness, impact of government policy and value added of potato in Banjarnegara District, Central Java. The method qualitative method is used to describe general description of research location, quantitative method is used to analyze potato competitiveness and impact of government policy by using Policy Analysis Matrix (PAM), further, to analyze value added of potato, the Hayami value added analysis is also used. The result of the study show that the potato farming in Banjarnegara District, Central Java has a competitive advantage further financially and economically feasible, thus it is feasible to run, moreover PAM analysis resulting several existing policies both input and output policies are supporting the farmers. In addition, regarding the value added issue, processing potato into chips can increase farmers' income.
