Abstract

The purpose of this study was to determine the internal and external factors faced by seed farmers in increasing the production of certified seeds and to formulate strategies and policies in increasing certified rice seed production for seed farmers. The research approach used is a qualitative approach using SWOT analysis. The results showed several internal factors (strengths and weaknesses) and external factors (opportunities and threats) that affected the availability of rice seeds, namely: Seed quality/quality of spread, availability of rice seeds, high production, easily obtained rice seeds, superior rice seed varieties, experience of rice seed breeding, high rice seed prices, the existence of collaborative networks of breeders, planning programs to increase rice seed availability. Minimal use of technology, lack of capital, inadequate production facilities and infrastructure. Land area, high seed demand, farmer groups support, government support, high levels of certified rice seed needs. High production in other regions, land conversion, seed quality competition, pest/disease attacks, other commodities that are more profitable to cultivate, and uncertain climate/weather. The right SO-strategy (strengths and opportunity) is used to increase seed production at certified farmers in breeders in Deli Serdang district.
